The Commonwealth Transportation Board shall make the following allocations from available revenues as provided in Chapters 11, 12, 13, and 15, Acts of Assembly of 1986, Special Session:

1. For Port and Port Facility Assistance, 4.2 percent of such revenues; such amounts are estimated to be $25,915,400 $26,060,000 the first year and $27,127,300 $26,691,500 the second year. From these amounts $15,662,300 the first year and $15,662,300 the second year shall be allocated for port capital facilities, and $10,253,100 $10,397,700 the first year and $11,465,000 $11,029,200 the second year for preservation of capital facilities.

2. For Airport Assistance, 2.4 percent of such revenues; such amounts are estimated to be $15,410,300 $15,493,000 the first year and $16,121,300 $15,872,300 the second year. From these amounts $6,164,100 $6,197,200 the first year and $6,448,500 $6,348,900 the second year shall be allocated for air carrier airports, $6,164,100 $6,197,200 the first year and $6,448,500 $6,348,900 the second year for air carrier and reliever airports, and $3,082,100 $3,098,600 the first year and $3,224,300 $3,174,500 the second year for general aviation airports.
