A. No later than October 1, 1999, the Department of Alcoholic Beverage Control shall submit to the Governor and Chairmen of the House Appropriations and Senate Finance Committees a detailed business plan for inventory management and the impact of the Product Distribution System (PDS) on inventories.


B. No later than October 1, 1999, the Department of Alcoholic Beverage Control shall submit to the Governor and Chairmen of the House Appropriations and Senate Finance Committees a detailed business plan for opening new stores during FY 2000, including location and criteria, sales and profit goals.


C. No later than September 1, 1999, the Department of Alcoholic Beverage Control shall submit to the Governor and Chairmen of the House Appropriations and Senate Finance Committees a work plan and cost estimates for renovations, redecoration initiatives, and other necessary improvements to statewide ABC retail outlets.


D. The Alcoholic Beverage Control Board shall conduct a study of the use of promoters by nonprofit organizations to whom banquet licenses have been issued to ensure that the nonprofit organizations are receiving the full benefit of the banquet license. The scope of the Board's examination shall be limited to those instances where banquet licenses are issued for public events, as defined by Board regulations, where alcoholic beverages are available for sale to the public. The Board shall also study the scope of financial sponsorship of such events by breweries, distilleries, wineries and wholesalers, including whether or not the products of competitors are available at events conducted with such sponsorship. The Board shall submit the results of the study to the Governor and Chairmen of the House Appropriations and Senate Finance Committees no later than October 1, 1999.
