The Commonwealth Transportation Board shall make the following allocations from available revenues as provided in Chapters 11, 12, 13, and 15, Acts of Assembly of 1986, Special Session:

1. For Port and Port Facility Assistance, 4.2 percent of such revenues; such amounts are estimated to be $25,915,400 the first year and $27,127,300 the second year. From these amounts $15,662,300 the first year and $15,662,300 the second year shall be allocated for port capital facilities, and $10,253,100 the first year and $11,465,000 the second year for preservation of capital facilities.

2. For Airport Assistance, 2.4 percent of such revenues; such amounts are estimated to be $15,410,300 the first year and $16,121,300 the second year. From these amounts $6,164,100 the first year and $6,448,500 the second year shall be allocated for air carrier airports, $6,164,100 the first year and $6,448,500 the second year for air carrier and reliever airports, and $3,082,100 the first year and $3,224,300 the second year for general aviation airports.
