A. Notwithstanding any contrary provision of Title 14.1, Chapter 1, Article 10, Code of Virginia, $66,883,916 the first year and $66,883,916 the second year from the general fund is hereby appropriated for purposes of Financial Assistance to Localities-General (Other Services), to be apportioned to localities with qualifying police departments in accordance with the provisions of Title 14, Chapter 1, Article 10, Code of Virginia (HB 599).
B. For purposes of receiving funds in accordance with this program, it is the intention of the General Assembly that the Town of Boone's Mill has had a police department in operation since the 1980-82 biennium, and is therefore eligible for financial assistance under Title 14.1, Chapter 1, Article 10, Code of Virginia (House Bill 599).
C. Allocations for localities with police departments for fiscal years 1999 and 2000 shall be frozen at the same level provided each locality for fiscal year 1996. Allocations shall be payable in equal quarterly installments.
D. The Department of Criminal Justice Services shall request full funding of the Aid to Localities with Police Departments (HB 599) program as part of its 2000-2002 agency budget request to the Governor and General Assembly. For purposes of this budget request, full funding means an appropriation level commensurate with the annual general fund revenue growth each year since the initial appropriation for this program as required by statute.
