Authority: Title 10.1, Chapters 11.1, 13 and 14, and Title 62.1, Chapter 3.1, Code of Virginia.


A. Included in this item is approximately $60,000 in federal funds the first year and approximately $60,000 in federal funds the second year which represent revenues received from federal lands located in the Commonwealth to be distributed to the localities in which the revenues were generated.


B. The Department of Environmental Quality shall review the Commonwealth's system of voluntary environmental assessment established pursuant to § 10.1-1198 et. seq., Code of Virginia. The review shall include, but not be limited to, frequency of use, amount of pollution prevention, private and public benefits, and Department oversight of voluntary assessments and related immunities. The review shall further examine the Environmental Protection Agency guidelines relating to voluntary environmental assessments and the Commonwealth's compliance with these guidelines. In addition, the Department shall compare and assess the effectiveness of the voluntary environmental assessment program with those of other states. The Department shall report its findings and recommendations to the Chairmen of the House Appropriations and Conservation and Natural Resources Committees and the Senate Finance and Agriculture, Conservation and Natural Resources Committees, by October 15, 1998.
