The Virginia Department for the Visually Handicapped, in cooperation with the Council on Information Management and the Department of Planning and Budget, shall study nonvisual access technology. The Department shall submit its findings and recommendations by October 31, 1998, to the Chairmen of the Senate Committee on General Laws, the Senate Finance Committee, the House Committee on Science and Technology, and the House Appropriations Committee, and to the Secretaries of Administration and Health and Human Resources regarding (i) how best to implement such technology in the Commonwealth and (ii) the projected cost of such technology to the Commonwealth.
