The Department of Juvenile Justice is authorized to enter into an agreement with Culpeper County to provide guaranteed access for up to 14 secure predispositional and postdispositional detention facility beds for juveniles at a new state juvenile correctional center to be constructed in Culpeper County. The terms and conditions of such agreement shall comply with the provisions of § 66-13.C., Code of Virginia, as amended at the Regular Session of the 1996 General Assembly. Further, such terms and conditions shall be reviewed and approved by the Department of Planning and Budget and the Office of Attorney General and shall include a provision for termination, following a one-year notice, for the convenience of either party.
