The Commonwealth Transportation Board shall make the following allocations from available revenues as provided in Chapters 11, 12, 13, and 15, Acts of Assembly of 1986, Special Session:

1. For Port and Port Facility Assistance, 4.2% of such revenues; such amounts are estimated to be $24,526,400 the first year and $24,429,500 the second year. From these amounts $15,662,300 the first year and $15,662,300 the second year shall be allocated for port capital facilities, and $8,864,100 the first year and $8,767,200 the second year for preservation of capital facilities.

2. For Airport Assistance, 2.4% of such revenues; such amounts are estimated to be $14,820,900 the first year and $14,333,300 the second year. From these amounts $5,928,400 the first year and $5,733,300 the second year shall be allocated for air carrier airports, $5,928,400 the first year and $5,733,300 the second year for air carrier and reliever airports, and $2,964,100 the first year and $2,866,700 the second year for general aviation airports.
