Authority: Title 23, Chapter 6.1, Code of Virginia.
A. The appropriation to the Medical College of Virginia, Health Sciences Division, Hospital, provides for the care, treatment, health related services and education activities associated with Virginia patients, including indigent and medically indigent patients. Such expenditure report shall not include the cost of any financial loss incurred by any corporations, partnerships, insurers or other entities owned in whole or in part by Virginia Commonwealth University and not constituting a part of the University, nor any financial loss incurred as a result of a joint venture arrangement. Inasmuch as the Medical College of Virginia is a state teaching hospital, this appropriation is to be used to jointly support the education of health students through patient care provided by this appropriation. The hospital will obtain payments from all third party payors, private and governmental, to the extent possible for care and services provided. The hospital will account for its financial activities based on generally accepted accounting principles for the health care industry and will report expenditures for indigent, medically indigent, and other patients. The Auditor of Public Accounts and the State Comptroller shall monitor the implementation of these procedures. The University shall report by October 31 annually to the Department of Planning and Budget, the Comptroller and the Auditor of Public Accounts on expenditures related to this item.
B. By July 1 of each year, the Director of the Department of Planning and Budget shall approve a common criteria and methodology for determining free care attributable to the appropriations in Items 191 and 192.
C. Included in this appropriation is $1,550,000 the first year and $1,550,000 the second year from nongeneral funds for operating support to the Virginia Treatment Center for Children.
D. Funding for Family Practice, General Internal Medicine, and General Pediatrics is included in Virginia Commonwealth University's Educational and General appropriation. Other residencies, including the first year residencies in these generalist areas, are included in the hospital appropriation.
E. To increase the utilization of primary care physicians and residents in the delivery of services, it is the intent of the General Assembly that actual staffing of residencies and fellow positions at the Medical College of Virginia, Health Sciences Division, Hospital shall reflect the goal of having 50 percent of total residencies in the areas of Family Practice, General Internal Medicine, and General Pediatrics. This distribution reflects the recommendations of the Council on Graduate Medical Education.
F. Included in Item 322 is $71,560,979 from the general fund and $71,560,979 in nongeneral funds the first year and $71,531,511 from the general fund and $71,531,511 in nongeneral funds the second year for Medicaid payments for the Medical College of Virginia Hospitals. In the event that additional funding is available through projected balances in the Department of Medical Assistance Services' budget, the cited amounts may be increased.
G. This appropriation includes $140,000 in each year from the general fund for the Medical College of Virginia Hospitals Poison Control Center to provide poison control services to the Tidewater Area.
