"The Commission shall report to the Governor and General Assembly by November 1, 2024, on the scope of its existing authority to consider the environmental and energy security benefits of use of waste coal and garbage bituminous coal for electric generation in determining the reasonableness and prudence of associated costs in any relevant proceeding before the Commission."
