Explanation
(This amendment provides funding to establish the Parent Advocacy Commission (PAC) and two Pilot Multidisciplinary Law Offices for the purpose of representing parents in child dependency proceedings. The PAC would be created in year one; the Pilots in year two (the PAC would oversee the pilots). Additionally, the PAC would expend funds to address provisions of Senate Bill 39, which establishes the Kinship as Foster Care Prevention Program.)
