"E. Included in the amounts in the Item, $50,000 the first year from the general fund is provided for a study of the Dulles Greenway.  The Secretary of Transportation and the Virginia Department of Transportation are hereby directed to undertake an analysis and provide an estimate of cost to implement distance-based tolling on the Dulles Greenway, a privately owned toll road extending approximately 14 miles from Washington Dulles International Airport to the Town of Leesburg and connecting the same.

2. In undertaking this analysis, the Secretary and the Department shall not consider feasibility based on the operator's ability or inability to implement distance-based tolling on the Dulles Greenway.

3. The Secretary and the Department shall publish a draft of the analysis by August 1, 2024, and solicit comments on such analysis from the operator, the local jurisdictions in which the Dulles Greenway is located, and the general public. Any such comments must be submitted to the Secretary and the Department by September 2, 2024.

4. The Secretary and the Department shall submit the final analysis, which shall include responses to all substantive comments received, to the Chairs of the House and Senate Transportation Committees by December 2, 2024.

5. Nothing in the language contained in this item shall be construed to modify the State Corporation Commission of Virginia's existing authority to direct the operator to implement distance-based tolling on the Dulles Greenway pursuant to the Virginia Highway Corporation Act of 1988, Virginia Code §§ 56-535, et seq."



Explanation

(This amendment provides $50,000 GF the first year for the department to undertake a study of the Dulles Greenway.)
