"Out of the amounts in this Item, $500,000 the first year from the general fund is provided for the Office of the Secretary of Labor to convene a workgroup to study the demand and return on investment for a potential regional trades training center of excellence in Hampton Roads.  The workgroup may include the representatives of other secretariats, the Virginia Economic Development Partnership, the Virginia Community College System, the Department of Education, regional partners, and private industry.  The workgroup may consider options to plan, design, build, and operate the regional center of excellence, based on other successful models in Virginia and nationwide."
