Out of this appropriation, $4,355,263 the first year and $12,479,030 the second year from the general fund and $4,279,279 the first year and $12,261,315 the second year from nongeneral funds shall be available for the development of an integrated benefits system (replacement for CommonHelp and VaCMS). Any unexpended balances in this paragraph at the close of business on June 30 of each fiscal year shall not revert to the general fund but shall be carried forward and reappropriated for this purpose."



Explanation

(This amendment provides $4.4 million the first year and $12.5 million the second year from the general fund and $4.3 million the first year and $12.3 million the second year from nongeneral funds to the Department of Social Services with funding to replace the Commonwealth’s eligibility and enrollment system (currently known as the Virginia Case Management System or VaCMS) for public benefit programs, including Medicaid, TANF, SNAP, Child Care Subsidy, and energy assistance. This is a system that is used by approximately 6,000 individuals at 120 local department of social services. The proposal also includes funding to modernize the CommonHelp website, which individuals use to apply for public benefits electronically.)
