"4. Out of this appropriation, $1,125,000 from the Temporary Assistance for Needy Families (TANF) block grant and $4,675,000 from the general fund the first year and $5,800,000 from the general fund the second year shall be provided to contract with the Virginia Community Action Partnership for competitive grants and training/technical assistance to Community Action Agencies to transition the current Two-Generation/Whole Family Pilot Project to a statewide program that builds on the success and lessons learned of the pilot. Applicants selected for the program shall provide a match of no less than 20 percent of the grant, including in-kind services. The Virginia Community Action Partnership shall report to the Chairs of the House Appropriations and Senate Finance and Appropriations Committees annually on the progress of the program."



Explanation

(This amendment provides $4.7 million the first year and $5.8 million the second year from the general fund to contract with the Virginia Community Action Partnership for competitive grants and training/technical assistance to Community Action Agencies to transition the current Two-Generation/Whole Family Pilot Project to a statewide program that builds on the success and lessons learned of the pilot. The introduced budget level funds the first year with $1.1 million from the Temporary Assistance for Needy Families (TANF) block grant but ends the five-year pilot program in FY 2025. Six agencies have participated in the pilot. As required, the Department of Social Services has filed a report regarding the pilot which demonstrates the model works at establishing the conditions to significantly advance and improve the well-being of participating families.)
