Out of this appropriation, $125,000 the first year and $125,000 the second year from the general fund shall be provided to the Department of Social Services to work with Early Impact Virginia, the Virginia Department of Health, and other relevant state agencies to develop the Home Visiting Program in accordance with the Virginia Plan for Home Visiting and maximize state administered home visiting funding to meet matching requirements for federal programs, including TANF, MIECHV, FFPSS, Medicaid and other relevant revenue sources and report back preliminary findings and recommendations to the Chairs of the House Appropriations and Senate Finance and Appropriations Committees by December 1, 2024."



Explanation

(This amendment provides $125,000 each year from the general fund to the Department of Social Services to work with Early Impact VA, the Virginia Department of Health, and other state agencies to develop the Home Visiting Program in accordance with the Virginia Plan for Home Visiting and maximize state administered home visiting funding to meet matching requirements for federal programs, including TANF, FFPSS, Medicaid and other relevant revenue sources and report back preliminary findings and recommendations to the Chairs of the House Appropriations and Senate Finance and Appropriations Committees by December 1, 2024. In the first year, Early Impact Virginia will use funds to develop and facilitate the working group to make final program and funding recommendations to both committees, conduct a thorough analysis of federal funding opportunities and regulations, conduct a thorough analysis of current Virginia funding administration, develop the plan for system transformation to streamline fiscal administration and reporting to support new financing structures, and update progress and make recommendations to advance the Virginia Plan for Home Visiting. In the second year, the funds shall be used to support local communities to successfully implement system transformation including fiscal and administrative change.)
