Out of this appropriation, $180,000 the first year and $180,000 the second year from the general fund and $60,000 the first year and $60,000 the second year from nongeneral funds shall be provided to expand Virginia's Title IV-E Child Welfare Stipend Program (CWSP) to include individuals preparing to work in Child Protective Services (CPS) slots as well as several additional "general" child welfare position slots."



Explanation

(This amendment provides $180,000 from the general fund and $60,000 from nongeneral funds each year to expand Virginia's Title IV-E Child Welfare Stipend Program (CWSP) to include individuals preparing to work in Child Protective Services (CPS) slots as well as several additional "general" child welfare position slots. The CWSP is a workforce development program, in partnership with five public state universities in Virginia, which prepares Master of Social Work (MSW) and Bachelor of Social Work students for a career in public child welfare. Students receive a $10,000 stipend per academic year and in exchange for the stipend and extensive child welfare training, the recipient must commit to work at a local Department of Social Services within Virginia in foster care or adoption services for one year for each year of stipend funding. This is a recommendation of the Commission on Youth.)
