"V. Out of this appropriation, $175,000 the first year from the general fund shall be provided for the continuation of the Exceptional Circumstances pilot program. The program shall provide funding in emergency situations for up to $3,000 per month for up to three months to ensure a safe and stable placement for youth in foster care."



Explanation

(This amendment provides $175,000 the first year from the general fund for the continuation of the Exceptional Circumstances pilot program. The program shall provide funding in emergency situations for up to $3,000 per month for up to three months to ensure a safe and stable placement for youth in foster care. The Department of Social Services (DSS) is currently using Safe and Sound funding to pay for the program until the start of FY 2025. DSS will eventually be able to access IV-E funding for the Exceptional Circumstances Payments as an element of "maintenance payments" made to support the supervision of children in foster care in foster homes for IV-E eligible children. Children's Services Act funding would then be used to cover payments for children who are not IV-E eligible. However, that requires federal approval through the modification of DSS’s IV-E plan. This budget amendment and additional funding will continue this program until the start of FY 2026 and allow DSS to get federal approval of the modification of their IV-E plan. This is a recommendation of the Commission on Youth.)
