"OO. Out of this appropriation, $650,000 the first year from the general fund is provided for the Department of Behavioral Health and Developmental Services (DBHDS) to contract as soon as practicable with a vendor to implement a secure online portal, which is compliant with the Health Insurance Portability and Accountability Act (HIPAA), for community services boards (CSBs) to upload and share patient documents with inpatient psychiatric facilities. The requirement for state facilities, CSBs, and private inpatient providers licensed by DBHDS to participate in the acute psychiatric bed registry pursuant to § 37.2-308.1, Code of Virginia, is temporarily suspended until such time as a new registry is made available by DBHDS."



Explanation

(This amendment provides $650,000 the first year from the general fund for the Department of Behavioral Health and Developmental Services (DBHDS) to contract, as soon as possible, with a vendor to implement a secure online portal for community services boards (CSBs) to upload and share patient documents with inpatient psychiatric facilities. DBHDS has been working on a new bed registry for the past 12 months, but it is unclear when it will be available. This amendment recommends that CSBs adopt an online portal to expedite the process of identifying available beds while waiting for the new DBHDS bed registry to become available. This is a recommendation from the Behavioral Health Commission based on a 2022 JLARC report on CSB Behavioral Health Services.)
