Explanation

(This amendment reduces the Health Care Fund by $6.0 million each year and increases the general fund provided to Medicaid by $6.0 million each year to reflect changes proposed in a companion amendment to impose a 20 percent tobacco products tax on cigars or 30 cents per cigar, whichever is less. Cigars are currently taxed at 20 percent of the manufacturer's sale price. During the 2023 Session, the Department of Taxation revenue impact stated it is unknown to what extent that the portion limiting the tax to $0.30 per cigar would reduce revenues. As a placeholder, this assigns a revenue reduction of $6.0 million each year to the Health Care Fund and backfills Medicaid with general fund for the impact.)
