Explanation

(This amendment adds $158.0 million the first year and $178.9 million the second year from the general fund and $178.9 million the first year and $209.7 million the second year from nongeneral funds each year to increase Medicaid Developmental Disability (DD) Waiver rates by 18 percent for those services in the DD Waivers most directly impacted by the anticipated 12.5 percent minimum wage increase and to offset the increasing costs. Adequate rates are one of the critical elements of building and maintaining the capacity of the system and will be especially critical if there is an influx of "new" slots. While the rate increase of July 2022 allowed the service community to stabilize post pandemic, those funds have been invested in raising the wages of direct care, recruiting the staff to re-open programs, and strengthening the mid-level supervision to keep up with DOJ requirements. Absent a significant increase, providers will again be forced to reduce capacity which will limit access to services.)
