Effective July 1, 2024, the Department of Medical Assistance Services shall increase the rates for agency-directed personal care, respite and companion services in the home and community-based services provided through Medicaid waiver programs to $33.89 per hour in Northern Virginia and $31.21 per hour in the rest of the state. The department shall have the authority to implement these changes prior to completion of any regulatory process undertaken in order to effect such change."



Explanation

(This amendment provides $178.4 million from the general fund and $203.7 million from nongeneral funds each year to increase agency-directed personal care, respite, and companion services rates to $33.89 per hour in Northern Virginia and $31.21 per hour in the rest of the state, based on assumptions used in the Burns & Associates Rates Model developed for the Department of Behavioral Health and Developmental Services in 2021. It will provide funds for competitive wages, address wage compression created by minimum wage increases, and address rising costs for personal care providers employed by agencies.)
