Effective July 1, 2024, the Department of Medical Assistance Services shall submit an application to the federal Centers for Medicaid and Medicare Services to renew the High Needs Support Benefits component of the 1115 waiver program. The department shall have the authority to implement these changes prior to completion of any regulatory process undertaken in order to effect such change."



Explanation

(This amendment provides $1.9 million from the general fund and $2.0 million from nongeneral funds each year to renew the High Needs Support Benefits (HNSB) component of the Medicaid 1115 waiver program. The HNSB benefit offers vital, evidence-based housing and employment assistance services to Medicaid-eligible beneficiaries in the Commonwealth who have high-level needs, especially those with behavioral health challenges, such as serious mental illness and/or substance use disorders, and those leaving state psychiatric hospitals. It is estimated that the funding will provide up to 200 waiver slots for those Medicaid enrollees in need of such services. Language directs the Department of Medical Assistance Services (DMAS) to submit an application to the federal government to renew this component of the waiver to be effective in fiscal year 2025. It assumes that DMAS will conduct the planning and preparation in the current year in order to effect such changes. It also adds language providing DMAS with authority to promulgate emergency regulations.)
