Page 315, after line 15, insert:

"G. Out of this appropriation, $300,000 the first year from the general fund shall be provided to the Virginia Department of Health Division of Onsite Water and Wastewater Services for the Septic and Well Assistance Program for purposes of creating a grant fund for residences of Charles City County for dry well replacements. The department shall include in the criteria for applicants that they must: (i) be age 67 or older; (ii) have a household income of no greater than 100 percent of the AMI; and (iii) have a well that is currently dry or has gone dry within the last three years. The application period shall remain open for two years or until funding is exhausted. The department may contract with a local partner for the purposes of administering the grant application process. From this appropriation, up to $50,000 may be used for grant administration and no less than $250,000 shall be awarded to applicants.

Explanation

(This amendment provides $300,000 the first year from the general fund to the Virginia Department of Health to create a grant fund for residents of Charles City County for dry well replacements. Language sets out the criteria for the program.)
