Page 294, after line 18, insert:

"E.1. Out of this appropriation, $500,000 the first year and $500,000 the second year from the general fund shall be provided for the operation and enhancement of the platform and program known as the Framework for Addiction Analytics and Community Transformation (FAACT). This funding is in addition to any existing or future grant funds identified to support the platform and program. The Secretary shall designate an agency to be responsible for oversight of the program.


2. The Secretary of Health and Human Resources shall establish a governance committee for the program to include the Secretaries of Health and Human Resources, Public Safety and Homeland Security, or their designees; the Chief Information Officer of the Commonwealth; the Chief Data Officer of the Commonwealth; the Executive Director of the Opioid Abatement Authority; the Commissioner of the Department of Health; the Commissioner of the Department of Behavioral Health and Developmental Services; and a representative of a local community services board."



Explanation

(This amendment provides $500,000 each year from the general fund for the continued operation and enhancement of the platform and program known as the Framework for Addiction Analytics and Community Transformation (FAACT). FAACT is a program built around a data analytics platform created for the Commonwealth and used by state and local workers who are on the frontlines of combatting the opioid epidemic.)
