"FF. a. Out of this appropriation, $3,500,000 the first year and $1,500,000 the second year from the general fund is provided to develop and implement a fully integrated data and analytics platform that includes data governance and management; predictive analytics; and the collection, analysis, and reporting of objective data on program outcomes; expenditures, facility usage, enrollment and admissions, and student performance in the Virginia Community College System. The platform shall include a public-facing dashboard that displays data and outcomes information at the institution level, as well as a system-wide aggregate level.

b. Virginia Community College System shall consult with the State Council for Higher Education of Virginia (SCHEV), Secretary of Education, Secretary of Labor, Virginia Office of Educations Economics, and the Department of Education on the development and implementation of the platform.

c. The Virginia Community College System shall report annually on key findings from the collected data and make any requested data available by October 1 to the SCHEV Director, Secretary of Education, Secretary of Labor, Executive Director of the Virginia Office of Education Economics, Chair of the House Education Committee, Chair of the House Appropriations Committee, Chair of the Senate Education & Health Committee, and Chair of the Senate Finance & Appropriations Committee."



Explanation

(This amendment provides $3.5 million GF the first year and $1.5 million GF the second year for a data and analytics platform to enable the Commonwealth to improve the quality and reliability of data by connecting disparate sources across the higher education ecosystem, uncovering patterns and trends in enrollment, maximizing retention, increasing completion rates and sustaining strong relationships throughout the student life cycle, and utilizing analytical insights to anticipate and respond proactively to changing higher education trends.)
