Explanation

(This amendment provides $950,000 GF each year for the Great Aspirations Scholarship Program (GRASP) bringing the total appropriation to $1.5 million GF each year of the biennium. GRASP employs advisors that work with high school counselors to help students and families navigate the financial aid system in determining an affordable pathway to education after high school. Advisors also help students complete the FAFSA (Free Application for Federal Student Aid) and interpret school financial aid award letters. Advisors can spend more one-on-one time than counselors and also participate in college and career nights. GRASP relies on a current state appropriation of $500,000 to fund the program in addition to receiving private and corporate philanthropy. The last change was in 2020 after the number of schools had increased to 88. In 2024, advisors are working in 110 public high schools and can expand to more rural communities with an increase in the appropriation.)
