Page 99, after line 39, insert:

"M. Out of the amounts in this Item, $10,000,000 the first year and $10,000,000 the second year from the general fund is provided for the department to establish a revolving loan fund for replacement of manufactured housing stock.  The revolving loan program shall direct 75 percent of the funding for low or no interest loans to owners of manufactured homes to finance the replacement of homes built before 1976 with new, energy efficient homes. Of  the remaining balance of the fund, 20 percent shall be used to provide grants to nonprofits to provide on-site services to residents of manufactured home communities, and five percent shall be used to collect data on manufactured home communities. The interest rate on loans from the fund shall not exceed the interest rate on loans provided by the Virginia Housing Trust Fund.



Explanation

(This amendment provides $10.0 million each year from the general fund to establish a revolving loan fund for replacement of manufacturing housing. The program will include a loan component, grants to provide on-site assistance, and data collection.)
