A. Virginia Commonwealth University is authorized to utilize up to $5,200,000 in nongeneral funds to advance this project to the schematic design stage. Prior to moving forward with the schematic design stage, Virginia Commonwealth University shall consider and evaluate alternative sites, designs, and operational alternatives for replacement of the present Dentistry School facilities and present a report to the Six-Year Capital Outlay Plan Advisory Committee for approval of the most cost-effective option.

B. Pursuant to § 4-4.02 of this Act, the University will be responsible for 25 percent of total project costs from its own nongeneral fund resources for the portion of the project supporting Educational and General Programs and shall be reimbursed for 75 percent of the designated nongeneral funds used in this item for planning when the project is funded to move into the construction phase.

C. This project shall be subject to the requirements of the capital pool process pursuant to § 2.2-1515 et. seq., Code of Virginia.
