It is the intent of the General Assembly that three percent of any proceeds generated by Virginia's sale of allowances in the Regional Greenhouse Gas Initiative auctions, including the auction held on December 6, 2023, that are not otherwise already appropriated, shall be appropriated to the Department of Environmental Quality to cover reasonable administrative expenses of Virginia's participation in the Regional Greenhouse Gas Initiative and to carry out statewide climate change planning and mitigation activities.”
