Page 420, after line 18, insert:

"D.1. Notwithstanding any other provision of law, there shall be established a Recycling Infrastructure Improvement Program (RIIP), a grant program within the Department of Environmental Quality, for the purpose of supporting local government recycling programs. The Department shall promulgate regulations to establish eligibility and other program requirements. Such regulations shall support local governments seeking to start or improve a recycling program. The Department shall report annually by October 1 to the Governor and Chairs of the House and Senate Agriculture, Conservation and Natural Resources Committees the status of the program including an explanation as to the structure and results of the program. Appropriated funds shall be used to provide staff support in developing and operating the program as well as for grants to qualifying localities.

2. Included in the amounts for this item, $7,500,000 the first year and $7,500,000 the second year from the general fund is provided to support the Recycling Infrastructure Improvement Program."



Explanation

(This amendment provides $7.5 million each year from the general fund to establish the Recycling Infrastructure Improvement Program at the Department of Environmental Quality for the purpose of supporting local government recycling programs.)
