"Out of this appropriation, $500,000 the first year from the general fund is provided for the Secretary of Labor to convene a workgroup to study the need and return-on-investment for a regional trades training center of excellence in Hampton Roads. The workgroup shall include representatives from the Virginia Economic Development Partnership Authority, the Virginia Community College System, other relevant state agencies, local school divisions, local and regional workforce and education partners in Hampton Roads, and members of the business community. The workgroup shall determine opportunities to plan, design, build, and operate a world-class regional trades training center of excellence that would add capacity to meet regional demand for skilled trades workers, including details on ownership, administration, location, training programs, utilization of the facility by multiple partners, and relevance for business and industry. The Secretary shall report the findings and recommendations of this workgroup on or before December 1, 2024."
