Explanation

(This amendment provides $59.0 million the first year and $58.0 million the second year from the general fund for the provisions of House Bill 102, which increases the statutory caps for court-appointed attorney fees. The first year includes additional funding for the Office of the Executive Secretary of the Supreme Court to implement system changes to accommodate the fee increases. The ongoing $58.0 million would be an adjustment to the Criminal Fund appropriation, from which court-appointed attorney fees are paid. This amendment is a placeholder until a fiscal impact statement for the bill is produced.)
