Explanation

(This amendment provides $175,000 the first year from the general fund to continue the Exceptional Circumstances Payment pilot program which provides funding in emergency situations for up to $3,000 per month for up to three months to ensure a safe and stable placement for children in foster care. DSS is currently using Safe and Sound funding to pay for this pilot until the start of fiscal year 2025. The agency will eventually be able to access Title IV-E funding as an element of "maintenance payments" made to support the supervision of children in foster care, but this requires federal approval through the modification of the Title IV-E plan. This proposed amendment will continue the program until fiscal year 2026 to allow DSS to get federal approval of the modification of their Title IV-E plan.)
