Explanation

(This amendment provides $101,510 each year from the general fund to fund the administrative costs of allowing any adoptee 18 years of age or older access to their original birth certificate. Currently, the Department of Social Services only processes requests for birth certificates when the birth parents cannot be identified from the adoption file to assist in conducting a search, and only if good cause was shown by the adoptee. The Department currently receives around 350 birth certificate requests annually and this amendment is estimated the double the workload. The Department would also require 1.0 FTE to sustain the increase in requests and provide related technical assistance and training. This amendment corresponds with House Bill 550 from the 2024 General Assembly.)
