"WWWW. The Department of Medical Assistance Services shall develop an In Lieu of Service benefit that expands access to food for Medicaid-managed care members. The department shall also conduct a feasibility assessment for amending its existing 1115 waiver and the Commonwealth Coordinated Care Plus 1915(c) waiver to include coverage of food as a benefit for Medicaid enrollees. This assessment shall identify high-need populations, include the type of food and delivery options, outline a plan for evaluation, and determine the fiscal impact. The department shall convene a stakeholder workgroup to solicit input. The stakeholder workgroup shall include representative members from the Virginia Food is Medicine Coalition, including the Federation of Virginia Food Banks and other program providers offering nutrition and food access programs to underserved communities. The department shall complete its assessment by September 30, 2024."



Explanation

(This amendment adds language directing the Department of Medical Assistance Services to develop an In Lieu of Service benefit and 1115 waiver amendment to include coverage of food as a benefit for Medicaid enrollees to recognize nutrition security’s critical role as a Health Related Social Need. Funding and a position is added to assist in the development of the benefit and the feasibility assessment for amending the 1115 waiver.)
