"3. Effective July 1, 2024, the Department of Medical Assistance Services shall expand vision services for adult Medicaid enrollees to cover corrective lenses and simple frames. The department shall have the authority to implement these changes prior to completion of any regulatory process undertaken in order to effect such change."

Explanation

(This amendment provides $5.1 million the first year and $5.6 million the second year from the general fund and $16.8 million the first year and $18.6 million the second year from nongeneral funds to expand vision services for adult Medicaid enrollees to cover corrective lenses and simple frames. DMAS currently covers routine vision screenings for adult Medicaid members, however, there is no coverage for corrective lenses to address and/or treat conditions identified through screenings. MCOs currently provide funding toward lenses as an added benefit, but they can still incur a significant cost over and above the added benefit. Contact lenses are excluded from this coverage change.)
