Page 188, after line 29, insert:

"13. All students eligible and receiving an award under this program enrolled into a TAG-eligible private not-for-profit institution and who meet criteria for being former foster care or homeless youth who were in care or experienced homelessness after the age of fourteen shall receive an additional maximum award of up to $5,000 the first year and up to $5,000 the second year. Students shall have exited foster care no more than within the last 10 years when receiving their first award. SCHEV shall work with the Department of Social Services to determine award eligibility based on the above criteria and parameters, and SCHEV may give awards to students who exhibit the greatest financial need. Payments provided under this paragraph shall not exceed $150,000 per year. SCHEV shall report the number of applications and awards given under this paragraph annually by December 1, to the House Appropriations Committee, the Senate Finance and Appropriations  Committee, and the Commission on Youth."
