"D. Adjustments to implement JLARC Recommendations.

Notwithstanding the foregoing provisions in Sections A through C, appropriations in this item shall be further increased by $285,800,000 the first year and $289,600,000 the second year from the general fund to (i) use Identified Student Percentage measure to calculate funding for all at-risk programs that use free lunch estimates; (ii) consolidate the Prevention, Intervention, Remediation SOQ program and At Risk Add On Program, and (iii) distribute 60 percent of funding from the consolidated program to divisions using a flat per student rate and distribute 40 percent using a variable rate based on the concentration of poverty in each school division."



Explanation

(This amendment provides $285.8 million the first year and $289.6 million the second year from the general fund to implement recommendations 9 and 10 from JLARC's 2023 report, "Virginia's K-12 Funding Formula." The amounts provided in this amendment are derived from JLARC's fiscal year 2023 estimated impacts, increased by 13.7 percent for fiscal year 2025 and 15.2 percent for fiscal year 2026, the rate of increase for recurring school division distributions between fiscal year 2023 (Chapter 2) and House Bill 30.)
