"SS. Out of this appropriation, $5,500,000 the first year and $5,500,000 the second year from the general fund shall be used to establish a pilot program in Virginia public schools for students in grades three through twelve to purchase to mitigate cyberbullying, flag harmful behavior, monitor classroom educational devices and assist with suicide prevention services. The software must be capable of monitoring students' internet browsing activity on only a school-issued device, including to detect and notify appropriate authorities if a student is repeatedly searching for content suggestive of the potential for self-harm or violence, or to detect other potential safety concerns such as cyberbullying or exposure to inappropriate content. At the end of the pilot, the department shall report back to the General Assembly and the Governor's office by November 1, 2025 the number of times the software was used to flag potentially harmful behavior and the nature of these occurrences. The Department shall award this request for proposal by September 1, 2024  in order for the software to be implemented in school districts for the second half of school year 2024-25 and the first half of school year 2025-26."
