"LL.1. Out of this appropriation, $2,133,251 the first year and $3,249,211 the second year from the general fund is designated for the Dolly Parton Imagination Library of Virginia Fund, §22.1-384, Code of Virginia. Moneys from the fund shall be used to provide age-appropriate books on a monthly basis, at home, to each child registered in the program, from birth to their fifth birthday, inclusive, at no cost to families, through Dolly Parton's Imagination Library. Moneys from the fund shall be allocated to affiliates that agree to a dollar match for purposes of the program. Expenditures and disbursements from the Fund shall be made by the State Treasurer on warrants issued by the Comptroller upon written request signed by the Superintendent.

2. The department shall coordinate with a nonprofit entity, qualified under Section 501(c)(3) of the Internal Revenue Code, dedicated to advocating statewide for early literacy, that will establish a nonprofit entity organized solely to promote and encourage reading by the children of the state, for the purpose of implementing this paragraph. The department will:  (a) Include in any budget request for each school year a plan to distribute sufficient money to fund statewide Imagination Library program and; (b) Provide an annual report to the Senate Committee on Education and Health and the House Committee on Education detailing the activities of the Program for the immediately preceding year, including (i) the total appropriations received by and expenditures made from the Fund, (ii) the number of participating local programs, (iii) the number of children registered in the Program, and (iv) the number of books sent to registered children.

3. The department shall provide oversight to above nonprofit entity to do all of the following: (a) Manage the daily operations of the statewide program;(b) Promote the statewide development of local Dolly Parton's Imagination Library programs; (c) Advance and strengthen local Dolly Parton's Imagination Library programs with the goal of increasing enrollment; (d) Develop community engagement initiatives; (e) Develop, promote, and coordinate a public awareness campaign to make donors aware of the opportunity to donate to the affiliate programs and make the public aware of the opportunity to register eligible children to receive books through the program; (f) Administer the local match requirement and coordinate the collection and remittance of local program costs for books and mailing; (g) Develop statewide marketing and communication plans; (h) Solicit donations, gifts, and other funding to financially support local Dolly Parton's Imagination Library programs; and (i) Execute a data sharing agreement with The Dollywood Foundation."



Explanation

(This amendment provides an additional $3.1 million over the biennium for the Dolly Parton Imagination Library, and reestablishes parameters for the program.)
