"Q.1 Out of this appropriation, $10,300,000 the first year and $8,300,000 the second year from the general fund is provided to the University of Virginia's Virginia Literacy Partnership for implementation of literacy instruction aligned with science-based reading research.

2. Of this amount, $3,400,000 the first year and $3,400,000 the second year shall be used to support literacy coaching, technical assistance and professional development.

3. Of this amount, $6,900,000 the first year and $4,900,000 the second year shall be used to support development and implementation of a statewide literacy screener, the Virginia Language and Literacy Screening System (VALLSS).

4. For the review of literacy materials conducted by the University of Virginia's Virginia Literacy Partnership on behalf of the Department of Education, the Partnership shall be authorized to collect reasonable fees from applicants to offset costs incurred as part of such review. Prior to the collection of any such fees, the Partnership shall establish a schedule of fees."



Explanation

(This amendment provides $5.7 million the first year and $3.7 million the second year from the general fund for development and implementation of a literacy screener to implement provisions of House Bill 647.)
