"5. The Office of Labor Market Alignment shall be responsible for the management and administration of the Virginia Longitudinal Data System, which shall be transferred from the State Council of Higher Education for Virginia in accordance with the provisions of this paragraph. Upon this transfer, the system shall be remained the Virginia Education and Workforce Longitudinal Data System and re-established as a secure, cloud-hosted system for the de-identification, exchange, and matching of individual-level student data and workforce data amongst partner entities, subject to all relevant legal protections that are necessary to ensure privacy and security, in order to provide agencies, interested stakeholder groups, and policy makers with access to the data regarding early childhood education, elementary and secondary education, workforce training, and employment outcomes that are necessary to improve education and workforce outcomes. The system shall ingest, access, and integrate a variety of data types across multiple entities and provide advanced data management, identity resolution, and automated data governance. The system shall also provide advanced data analytics including machine learning and forecasting capabilities as well as business intelligence and dashboarding and data visualization tools for public consumption. The system shall exchange data and be interoperable with the Virginia Workforce Data Trust and other entities within the Commonwealth. This transfer shall occur on or before December 31, 2024."



Explanation

(This amendment provides $5.0 million in each year for the Virginia Office of Education Economics to expand its capacity in order to manage the Virginia Education and Workforce Longitudinal Data System. It transfers the Virginia Longitudinal Data System from the State Council of Higher Education for Virginia to the Virginia Office of Labor Market and Alignment, and renames it the Virginia Education and Workforce Longitudinal Data System.)
