"Q.1. Out of this appropriation, $2,000,000 the first year and $2,000,000 the second year from the general fund  will be dedicated to support local governments and their Economic Development Authorities in serving the needs of military personnel and their dependents stationed in that locality. An eligible locality under this program must demonstrate: (1) That they have a heavy concentration of military personnel living in the locality that are not working at a military installation or a federal facility; and (2) That the federal government intends to make over $50,000,000 in capital investments in that locality not associated with a military installation or a federal facility to enhance the quality of service of military personnel living and working there.

2. The authority is directed to work with an eligible locality on appropriate uses of these funds. Such uses can include, but are not limited to: (1) Providing incentives to encourage private economic development investments designed to meet the needs of military personnel and their dependents; (2) Incentivizing the development of private housing communities that will be targeted to military personnel and their dependents; (3) Hosting programming designed to create a sense of place for military personnel and their dependents; and, (4) Providing military personnel and their dependents with access to necessary services such as grocery stores, pharmacies, healthcare, and mental health services.

3. An eligible locality that takes advantage of this funding will report back to the authority in a mutually-agreed upon manner about how such funds are used, additional federal, local, or private investment they leverage, and how it enhances the experience for current and future military personnel assigned there."



Explanation

(This amendment creates a new grant program at the Virginia Economic Development Partnership Authority with $4.0 million over the biennium to assist communities with high concentrations of military personnel that are not working at military installation or federal facility and the federal government has committed capital investments of over $50.0 million to enhance the quality of service of military personnel. Capital investments from the federal government cannot be associated with a military installation or federal facility.)
