Explanation

(This amendment provides $7.3 million the first year from the general fund in support of a capital project to enhance campus security at Virginia State University. In addition to improving the overall campus security for students, faculty, staff, and visitors, this project will also support preparation activities for the University's hosting of a Presidential Debate in October 2024. A companion amendment to House Bill 29 provides additional funds for this same project.)
