Out of this appropriation, $2,000,000 the first year from the general fund is provided for detailed planning for a project at Norfolk State University to construct an approximate 180,000 square foot facility to serve as a Living Learning Center. The planning scope shall include education and general program space and auxiliary funded space. Such planning shall include sufficient auxiliary funding sources to support the construction of the auxiliary enterprises portion of this project. The funds appropriated in this item shall not be deposited into the Central Capital Planning Fund (0965)."
