"3. Included in these amounts, $50,000 the second year from the general fund is provided to reestablish the State Bicycle and Pedestrian Advisory Committee (BPAC) within the State Trails Office. The Office shall convene the BPAC no later than September 1, 2023, to begin a review of Department policies, standards and practices that affect the bicycling and walking community. Meetings shall be open to the public and shall provide an opportunity for members of the public to provide input on address a variety of topics including the State Trail Plan, the State Bicycle and Pedestrian Policy Plans, the Bicycling in Virginia map, Share the Road signs, and other informational materials."



Explanation

(This amendment reactivates the Bicycle and Pedestrian Advisory Committee under the State Trails Office within the Department of Transportation to address issues of bicycle safety that may arise from legislative or policy considerations. The Virginia Department of Transportation established a Bicycle Advisory Committee in 1989 as a forum for open communication and information exchange between the department, other state agencies, federal agencies, advocates, and citizens regarding bicycling opportunities across the commonwealth. However, the Committee has not met since July 17, 2017.)
