Page 539, line 42, after "23 USC 175." insert:

"The Commonwealth Transportation Board shall each year obligate an amount equal to the funds apportioned to the state pursuant to 23 USC 104 (b)(7) for purposes eligible under subsection (c)(1) of 23 USC 175. No later than November 15, 2023, the Board shall develop a carbon reduction strategy in consultation with metropolitan planning organizations wholly or partially located within the Commonwealth, the Northern Virginia Transportation Authority established pursuant to § 33.2-2500, Code of Virginia, the Hampton Roads Transportation Accountability Commission established pursuant to § 33.2-2601, Code of Virginia, the Central Virginia Transportation Authority established pursuant to § 33.2-3702, Code of Virginia, transit operators, and other appropriate stakeholders. In addition, no later than June 30, 2024, the Board shall begin allocating such funds to projects identified in the carbon reduction strategy, prioritizing projects based on their anticipated carbon reduction benefits over useful life of a project relative to its cost. The Board shall publish a draft strategy and solicit formal public comment prior to the adoption of the strategy and allocation process required by this subsection, and shall make the results of the prioritization process public at least 60 days prior to the planned allocation of funds."



Explanation

(This amendment requires the Commonwealth Transportation Board to annually obligate an amount equal to the funds apportioned to the state under the federal Carbon Reduction Program established under the Infrastructure Investment and Jobs Act. In addition, the amendment would direct the Commonwealth Transportation Board to develop a Carbon Reduction Strategy as required by federal law and allocate funds using a prioritization process.)
