Page 538, after line 38, insert:

"E. The Secretary of Transportation and the Commonwealth Transportation Board shall direct the Office of Intermodal Planning and Investment to establish a working group which shall evaluate how the statewide prioritization process established pursuant to § 33.2-214.1, Code of Virginia, has distributed funds between different areas of the state, such as construction districts or planning district commissions, and project types, and how the process evaluates the benefits relative to costs for projects of different size. The Office shall recommend, if necessary, modifications to Board policy, to the High Priority Projects Program established pursuant to § 33.2-370, Code of Virginia, and the District Grant Program established pursuant to § 33.2-371, Code of Virginia, based on the findings of the review.  The working group shall include, at a minimum, representatives of local government associations, regional transportation authorities, the business community, the environmental community, the construction industry, the transit industry, and other stakeholders.  The Office of Intermodal Planning and Investment shall report its findings to the General Assembly by October 15, 2023."



Explanation

(This amendment directs the Office of Intermodal Planning and Investment to evaluate the effectiveness of the current statewide project prioritization process with respect to geographic and project type distribution, as well as cost-benefit analysis by project size. The Office of Intermodal Planning and Investment is required to report any recommended changes to the General Assembly by October 15, 2023.)
