Page 528, after line 1, insert:

"13. The Commonwealth Transportation Board shall include in the six-year improvement program adopted pursuant to 33.2-214 an amount of funding for purposes eligible under 23 U.S.C. 176 equal to the amount of funds apportioned and anticipated to be apportioned to the state pursuant to 23 U.S.C. 104 (b)(8). No later than June 15, 2024, the Board, with the assistance of the Office of Intermodal Planning and Development, the Virginia Department of Transportation and the Department of Rail and Public Transportation shall develop a resilience improvement plan pursuant to subsection (e) of 23 U.S.C. 176. Such plan shall utilize methodologies called for in the Virginia Department of Transportation's initial Resilience Plan dated November 2022: (i) to measure the vulnerability of current and planned transportation assets; and (ii) to determine which resilience measures are most appropriate for the transportation assets deemed most vulnerable. Such resilience improvement plan shall also include a list of priority projects developed using the methodologies listed above and any other methodologies and tools the Board deems appropriate. The Board shall only allocate funds described in this subsection to the development of the resilience improvement plan and to the priority projects identified in the resilience improvement plan adopted by the Board. The Board shall publish a draft plan and solicit formal public comment prior to the adoption of the resilience improvement plan required by this subsection and prior to adopting any changes to the list of priority projects included in such plan."



Explanation

(This language only amendment provides for the next stage development of a transportation resilience plan that uses the methodologies outlined in VDOT's initial Resilience Plan dated November 2022 and the allocation of funds related to the plan.)
